Oxfam Hong Kong is a member of Oxfam International and an independent development and relief agency based in Hong Kong working with poor and disadvantaged people in Asia and Africa.  We are recruiting the following member to join us in our anti-poverty work:

 

China Programme Officer – HIV/AIDS programme

(Stationed in Kunming or Beijing on a 2-year contract basis)

 

The appointed Programme Officer is responsible for implementing Oxfam’s  HIV/AIDS programme in China which acquire cross provincial and regional collaborations.  The main work focus will be on access to medicine and treatment campaign, capacity building and networking of HIV grass root organizations, advocacy on HIV policy change and related issues such as social discrimination against infected/affected people; work with teammate to develop overall strategic plan on HIV/AIDS programme. S/He is required to:

l           Develop and maintain positive working relations with government and non-government groups through strategic funding and non-funding support.

l           Report to respective thematic China Programme Manager. 

l           Serve as a resource person on specific expertise and assist the China programme team in strengthening the overall programme through exchanges of information, collaboration on initiatives, liaison and cross learning.

l           Liaise with other staff in fundraising and policy & public education units as well as with relevant Oxfams for informational, educational and policy advocacy needs in areas under her/his responsibilities.   

l           Frequent travels are required for the position.

 

The successful candidate(s) MUST have the following qualifications:

l           A university degree with at least two years’ relevant experience in (one or more) areas of HIV/AIDS (specifically with experience on advocating access to medicine and building up of grass root organization); rural health; gender development; civil society capacity building or appraisal/monitoring and evaluation of grants making.

l           Excellent analysis and strategizing on the relevant field of development as above mentioned;

l           Familiarity with NGO setting and work

l           Belief in participatory development and with gender perspective

l           Skilled in persuasion work that is culturally sensitive and creative

l           Self-motivated and with ability to work independently

l           Fluency in written Chinese and spoken Putonhua is a must. Have knowledge of English is desirable.

l           Ability to travel frequently as required

 

 

No expatriate package will be provided for the position.

China Programme Officer – Basic Education Programme

(Stationed in Lanzhou on a 2-year contract basis)

 

Reporting to the Programme Manager of Basic Education Team, the China Programme Officer is required to:

l           Develop strategic plan for Oxfam’s basic education programme in China and implement such plan according to the vision and mission of Oxfam Hong Kong

l           Develop and maintain positive working relations with government and non-government groups through strategic funding and non-funding support

l           Serve as a resource person on specific expertise and assist the China programme team in strengthening the overall programme through exchanges of information, collaboration on initiatives, liaison and cross learning

l           Liaise with other staff in fundraising and policy & public education units as well as with relevant Oxfams for informational, educational and policy advocacy needs in areas under her/his responsibilities

l           Frequent travels are required for the position

 

The successful candidate(s) MUST have the following qualifications:

l           A university degree with at least two years’ relevant working experience, including need assessment, project design, appraisal, monitoring and evaluation

l           Excellent analysis and strategic thinking on basic education issues in China and broader development trends

l           Belief in participatory development and with gender perspective

l           Familiarity with NGO setting and work

l           Fluency in written Chinese and spoken Putonhua is a must. Have knowledge of English is desirable

l           Self-motivated with ability to work independently

l           Excellent communications skills and a good team player

l           Readiness to travel frequently
