清华大学NGO研究所成立于1998年10月，是清华大学公共管理学院的下设研究机构。NGO研究所的宗旨是：培养适合于NGO的高级公共管理人才，带动中国非政府公共部门的理论研究，促进相关公共政策制定的科学化，帮助各级各类NGO开展能力建设。
研究所主要工作包括：⑴ 培养公共管理硕士（MPA），举办NGO管理研究生课程班及短期系列培训班等。⑵ 编写（译）出版有关NGO的教材和著作，推动中国公共管理学科建设。⑶ 开展NGO问题的基础理论研究和国际比较研究。⑷ 开展中国NGO的调研、评估、诊断和策划研究。 ⑸ 开展中国NGO的立法及公共政策理论和实践研究，协助各级政府改善宏观管理。⑹ 建设中国公益信息网，负责该网络的协调、运作与管理。 ⑺ 召开NGO座谈会、学术沙龙及学术研讨会。⑻ 在国内外开展广泛的合作研究与学术交流活动。
教学课程：非营利组织管理、非营利组织营销战略、公益事业评估、公共组织信息管理、非营利组织战略管理、组织诊断与策划。
历程：
1998年10月清华大学21世纪发展研究院成立"NGO研究中心"。
1999年4月启动中国NGO基本调研大型科研项目，其后相继启动其他科研项目。
1999年7月在京召开中国首次"非营利部门与中国发展国际学术会议"取得圆满成功。
2000年10月并入新组建的清华大学公共管理学院，改名"NGO研究所"。
2001年夏季开始在全国统一招收公共管理硕士（MPA）研究生。
Introduction:
The Research Academy for 21st Century established NGO Research Center in October 1998.
In April 1999, NGO Research Center began its large-scale investigation and research project on NGOs in China.
The International Conference on Nonprofit Sector & Development sponsored by NGO Research Center, which is the first one in this field, gained great success in July 1999.
In October 2000, the School of Public Policy & Management was established in Tsinghua University, and the NGO Research Center was changed into one of its subordinate bodies.
Tsinghua University will begin its Program of Master of Public Administration (MPA) in summer of 2001.
Mission:
Our mission is to cultivate senior managers for China's NGOs, to promote the theoretical research of China's non-governmental public sector, to promote the scientificity of related public policy, and to assist the capacity building of all kinds of NGOs.
Objectives:
As a new NGO research institute that emphasizes both research and teaching, we aim to achieve the following goals in the years to come.
*Provide education, training, evaluating, consulting and information service for China's NGOs.
*Organize and coordinate the research on China's NGOs by specialists of different fields.
*Because a top think tank on China's non-governmental public sector and enjoys good reputation both in China and the world wide.
